Move Power:
The user assists an ally by boosting the power of its attack. Elliot has had this move since he was a kid, passed down from his parents and has used it almost exclusively to help out his immediate family. When he uses it, he cheers for his ally to boost them and is surrounded by a subtle pink aura, which is also transferred to the ally he is boosting.
Move power:
The user throws an electrically charged tackle at the target. It may also leave the target with paralysis. Elliot has had this move for quite some time as well: when they were younger, he got into a lot of fights on his sisters behalf and one day, when jumping at a bully, he found himself crackling with electricity in the heat of the moment. Since then, in the many scrappy teen fights that happened after, he managed to get a pretty good grasp on the move himself. He really has to throw himself around to use it, though!
Move power:
The user hurls an electric orb at the target. The faster the user is than the target, the greater the damage. A move Elliot has only known for a short while, and one that he is eager to train. Elliot is learning how to shape orbs of electricity between his hands which he can then throw at a target at high speed. Because he hasn't trained it very much, most of the time he can't hold the orb and it just fizzles out on him or in unluckier circumstances gives him a bit of a zap. It's just a shame that he's a bad shot without his glasses when he DOES manage to hold it.

Elliot is quite a personable guy. He's generally easy to get along with, and is totally fine with carrying a conversation for someone less comfortable. He's well spoken but not overly formal, witty enough to be funny without being mean, but he's not without faults - he has a tendency of jumping to conclusions and getting very defensive if he misunderstands. He's had a scrappy side to him since he was a kid, and while he won't start a physical altercation he isn't entirely above engaging in one if someone eggs him on enough! Elliot can also be a bit tactless at times - while he is a genuinely nice guy, if he becomes overly comfortable or has a bit of a mood, he can be pretty short with people. Elliot is the type to show his empathy through actions rather than kind words - he'll make someone a cup of tea and give them a hug rather than say something helpful.
History:
Elliot and Emilia Swanson were born on the 23rd of September to a happily married couple, Reynold and Tamara. The twins were immediately recognizable as very stand-up children - never causing too much of a ruckus, keeping to themselves and forging an unbreakable bond. From early smoke, the two were best friends. Emilia was the older twin, but also the more quiet, asocial one. Elliot was the loud one, the social one, and at times the naughty one, his sister following close on his heels all the while. Elliot didn't mind this, considering himself a kind of 'leader' and 'protector' to his sister.
This continued into their schooling years - in elementary school, Elliot was quickly adopted by the other kids for his cheery disposition, but Emilia was left more or less alone, preferring the company of her books, art and brother over the company of the other kids. Elliot tried his best to include her, but she just wasn't that interested, and eventually her quiet and lonesome behaviour painted a big target on her back for the meaner kids. The bullying got worse in high school, because as they got older and Elliot engaged more socially, he had less time to keep an eye and an ear out for his sister, but he found himself verbally defending her more and more even despite that. It was made worse by the tense atmosphere towards move users that was very prominent in the school and that their family stood out for being actively pro-move. Having to keep an eye out for his sister while also navigating an anti-move-user atmosphere made Elliot become a bit defensive sometimes: quick to jump to conclusions and quicker to react to everything.
It hit its peak when Elliot physically attacked a bully on his sisters behalf, which had happened a few times before then (but never so badly), and accidentally used a move on them in the process. Emilia was shocked and didn't like it one little bit, because it only made her stand out even more, particularly with the current atmosphere in Hoenn towards move users. Elliot himself actually kind of enjoyed the power it gave him, and it kind of sparked his interest in moves and their restrictions as before this point the only move he had ever used was Helping Hand to help out his parents doing menial chores, like his dad chopping firewood. This was different and empowering, and as a result he ended up developing a bit of a scrappy streak, and there were a lot more cases where if Emilia wasn't around to be the level-headed one, he physically fought with people. He was only caught one time - if not for his parents sucking up to the school board and his sister being such a good student, he probably would have been expelled. His parents were disappointed in him, not for using moves, but using them to hurt other kids. This was sort of the basis for how he fells about move using: everyone should be free to do it: moves are important culturally, battling is fun and learning about your own moves is empowering - but don't use it to commit crimes!
He never let anyone lay a finger on his sister, but without even realizing it he'd made her more unapproachable than ever by "protecting" her in such a way, and became considerably less popular himself. He began feeling more than a little lost in life towards the end of school, graduating with pretty average grades while his sister graduated with above average ones with a goal in mind - Elliot enrolled to study classical literature after a brief glance at things just to be doing something. He took to it pretty well, to his own surprise, and was happy to see his sister excelling at her fashion design. He still wasn't really sure what he was going to do after graduation, however.
Over the time the twins spent studying their individual subjects, Emilia became enamored with the Kalos region after hearing a lot about it. There was chatter about it among people in Elliot's classes, as well. Between hearing about it all the time as some kind of amazing place for move-users from his college friends and his sister being extremely enthusiastic for the place, Elliot was swayed as well. Shortly after graduating, Elliot suggested the idea of a move to Lumiose in a spur of the moment comment during a long chat with Emilia. He realized after he said it how much he really liked the idea - getting out of Hoenn, the independence, a kind of adventure with his sister. He didn't expect to actually be here now, but here they are! Elliot likes Lumiose a lot, and the longer he stays in Kalos the more enthusiastic he becomes about the history of the region, which he would love the opportunity to study properly.
Elliot only learned about the Argo Navis after the move, and was immediately very intrigued by the idea that he could contribute to something actually important rather than just becoming another bum who doesn't really know what he wants to do with his life, only working odd jobs to pay the rent. Once he'd spoken about it with Emilia (because of course he had to!) he felt more uplifted about the cause than ever and decided to really get on board with it.

Using moves comes naturally to us and if they became widely accepted again, who knows how society might grow?
