The drug cartels themselves might not be countries, but Mexican drug labs are in Mexico. Which means that in order to bomb Mexican drug labs, he would need to fire missiles into Mexico, which is a foreign country. And firing missiles into a foreign country is generally considered an act of war.

Therefore we don't "have permission from the country to attack an enemy of the nation," meaning that doing so would be considered an act of war. If you're in favor of Trump starting a war with Mexico, you can say that, but you can't also say that Trump is the anti-war candidate.

And even if the Mexican government(s) were willing to give us permission to bomb drug labs in Mexico, that raises another question that I honestly didn't think about until just now. In order for us to bomb drug labs, we'd need to know where those drug labs are (at least assuming the plan isn't just to blindly fire missiles into Mexico and hope we hit a drug lab). If we have that information, and the Mexican government is willing to cooperate with us enough to let us fire missiles into their country without it being taken as an act of war, what's to stop us from simply giving them that information and letting them deal with the drug labs? It seems like a cheaper and easier option than breaking out the bombers (and safer too, given that drug labs tend to be in populated areas, and missiles tend to have splash damage).

First of all, that's completely non-sequitur to my point about him wanting to bomb Mexican drug labs (unless you're implying that the "invasion" Trump says is happening at the southern border counts as Mexico and/or their cartels already waging war against us, and bombing the drug labs would simply be us fighting back).
